While hog supply has gradually restored, the wild swings in production capacity that have long plagued the development of the pig industry have not yet been fundamentally solved, the guidelines noted.
The guidelines called for strengthening monitoring and early warning to maintain a reasonable level of live pig production capacity, and effectively control abnormal changes in production and sales.
To keep pig farmers motivated, the government will ensure the consistency of long-term support policies, including financial support and land use, according to a statement released after the meeting.
Financial institutions should not arbitrarily limit or cut off loans to farmers or slaughterhouses, while local governments should not expand areas that prohibit pig farming, per the statement.
The council also pledged to stabilize the number of large-scale pig farms and help small and medium-sized farms to raise their level of production.
Local authorities can issue one-time temporary aid packages to large-scale farms or farmers should the number of breeding sows drop by 10 percent on a monthly basis or pig farmers register losses for three consecutive months.
He said the government can also adopt a host of aid measures, including temporary aid, low-interest loans, subsidies for the reuse of feces and insurance for pork prices and incomes to protect the interests of pig farmers.
The meeting called for providing stable, long-term supportive policies to keep pig farmers motivated, establishing a counter-cycle adjustment mechanism on hog production.
The index can reflect the cost and profit relationship in pig farming.
Facing commodity price hikes, a State Council executive meeting last week outlined measures to better ensure the supply and stable pricing of commodities, including higher export tariffs on some iron and steel products, provisional zero import taxes on pig iron and scrap steel, and doing away with export tax rebates on some steel products.
A host of steps was decided upon to strengthen two-way adjustment of supply and demand, including raising export tariffs on certain iron and steel products, temporarily exempting tariffs on pig iron and scrap steel, and canceling export tax rebates for some steel products, to increase supply in the domestic market.
On Saturday, the country will begin applying a provisional zero import tax rate on pig iron, crude steel, recycled steel raw materials and ferrochrome, the Customs Tariff Commission of the State Council said in a statement on Wednesday.
China will raise export tariff to 25 percent on ferrosilicon, 20 percent on ferrochrome and 15 percent on high-purity pig iron.
Starting on May 1, China will apply a provisional zero import tax rate on pig iron, crude steel, recycled steel raw materials, and ferrochrome, the Customs Tariff Commission of the State Council said in a circular.
Export tariffs on ferrosilicon, ferrochrome, and high-purity pig iron would be raised to 25 percent, 20 percent, and 15 percent, respectively.
Pig production continued to recover as China saw its live-pig inventory reach 416 million by the end of the first quarter, recovering to 94.2 percent of the 2017 level, an official with the Ministry of Agriculture and Rural Affairs said on Tuesday.
"We will keep recovering pig production while preventing and controlling African swine fever," he said, adding that regional prevention for major animal diseases will be implemented to fend off an epidemic rebound.
The ministry will establish a platform with other national departments to publish information on the entire pig industry and stabilize the market price, said Song Danyang, an official with the ministry.
Chu Dequan, head of the Shangang's poverty alleviation professional team, said breeding quails has brought monthly incomes ranging from 60,000 yuan to 100,000 yuan to local villagers, while pig farming has helped local people earn about 300,000 yuan in the first half of 2020.
"However, due to the continuous live pig supply and plentiful supply of vegetables, prices are unlikely to rise sharply during the holidays.
"Since the beginning of this year, local authorities have earnestly implemented a policy supporting the resumption of hog production, accelerated the expansion of farms, and put in place regular prevention and control measures for African swine fever, all of which have greatly promoted the resumption of pig production," said Wei Baigang, chief economist of the Ministry of Agriculture and Rural Affairs.
Peak Park, which covers top IPs including Peppa Pig and Barbie, is an indoor facility involving an investment of 1.8 billion yuan.
The output of pig iron rose 7.6 percent from a year earlier to 220 million tonnes during the period, the data showed.
The output of pig iron gained 7.3 percent year-on-year to hit 78.07 million tonnes last month, while that of rolled steel reported a year-on-year increase of 8.1 percent, said the CISA.
In 2022, about 218,000 pig farmers in Xuanwei raised 3.11 million hogs.
The company has established a mature business portfolio ranging from pig breeding, ham processing, product research and development, and marketing, with more than 100 varieties of ham-related products on offer.
Offerings in the market include roast duck; char siu, or Chinese BBQ pork; luzhu, a traditional Beijing delicacy that consists mainly of pig intestines and lungs; spicy crayfish; and a selection of desserts.
Despite the recent price hikes, Liu said there is insufficient room for further hog price gains in the coming months considering factors such as China's sufficient supply of hogs, slowing pork consumption in July and August and the recent pig feed price declines.
Although the domestic corn inventory-consumption ratio has remained at a low level since 2019, due to continuous reductions of live pig production capacity since the second half of last year, there has been a decrease in feed demand.
However, with the expected further increase in pig prices in the third quarter, profits among breeders may gradually return to the black, and corresponding demand in the sector will improve accordingly, driving the increase in domestic demand for corn.
